IMPOSING A MORATORIUM ON INSPECTION OF MARITIME TRAINING CENTERS AND SUSPENDING ISSUANCE OF PERMIT TO OPERATE MARITIME TRAINING CENTER TO NEW APPLICANTS

WHEREAS, the new Education Act transferred from the Department of Education, Culture and Sports (DECS) to the Commission on Higher Education (CHED) the function of issuance and reissuance of permit to operate/offer new courses to maritime training centers;

WHEREAS, the authority to undertake the above function by the Maritime Training Council (MTC) from the CHED is still under process between MTC and CHED;

WHEREAS, there is a need to review and amend the inspection documents for all MTC-prescribed courses based on the International Maritime Organization (IMO) standards to conform with the requirements of the 1978 STCW Convention;

WHEREAS, there is a need for a transition period to implement Resolution No. 04 which calls for the adoption of the IMO Model Courses as MTC standards.

NOW, THEREFORE, in consideration of the above premises, be it resolved as it is hereby resolved, that:

1. a suspension on the issuance of permit to operate maritime training center to new applicants; and

2. a moratorium on the inspection of maritime training centers.
