(Special Authority of Mr. Justice Leo D. Medialdea to Assist the Chief Justice in Administrative Functions)
WHEREAS, prior to his appointment as a Member of the Supreme Court on April 26, 1988, Associate Justice Leo D. Medialea was Court Administrator; and this following a stint of eighteen years in the prosecution service that saw him rise through the ranks to become Assistant Chief State Prosecutor in the Department of Justice, and seventeen years of service in the judiciary capped by appointment to the position of Deputy Court Administrator;
WHEREAS, in such various capacitites, Justice Medialea has amassed a knowledge of the courts and their workings, of judges and judicial personnel that is extensive and outstanding and, indeed, second to none; and he has earned widespread admiration and respect among the members of the judiciary;
WHEREAS, Justice Medialea's expertise in court operations and personnel administration is recognized by the Court itself, which has invariably sought his counsel on matters dealing with the administration of the courts; in fact, he has been designated by the Court to take charge of the allocation of its space and resources, as well as of the security arrangements for its premises;
AND WHEREAS, the administrative duties and functions of the Chief Justice are of such weight and variety as to require, in the best interests of the Court and the public service, that he have the assistance of one with specialized and expert knowledge in the administration of the various courts and the personnel of these; and no one is better qualified or more well equipped, in both learning and experience, to render such assistance that Justice Medialdea;
NOW, THEREFORE, Mr. Justice Leo D. Medialdea is hereby specially designated, appointed and authorized to assist the Chief Justice in the administration and supervision of the Supreme Court and all lower courts, with such functions, duties, and powers, and such prerogatives and privileges as may be delegated to and conferred on him from time to time by the Chief Justice, including but not necessarily limited to taking charge of matters pertaining to protocol in the ceremonial and social functions of the Court, signing issuance "By authority of the Chief Justice," and attesting such issuances unless attestation is specifically delegated to other officials by him or by the Chief Justice.
