Camp Crame, Quezon City

In line with the continuning program of reforms in the government, I hereby order that:

A review be made of the assignment of senior officers of the Philippine Constabulary, to include a review of their respective past records, derogatory or otherwise; and

No change of assignment of senior Constabulary officers shall be made without prior clearance from the President of the Philippines. Senior Philippine Constabulary officers shall include provincial commanders, task force commanders and special mission unit commanders.

Your immediate compliance with this Order is enjoined.

Done in the City of Manila, this 27th day of November, in the year of Our Lord, nineteen hundred and seventy-eight.
