TO: ALL GOVERNMENT OFFICES CONCERNED

In view of the nature of the Subic Ship Repair Yard Project to be financed under the 5th Project Loan Package of the Overseas Economic Cooperation Fund of Japan as contrasted to the regular infrastructure projects of the government Colonel Generoso F. Tanseco, President of the Philippine Shipyard and Engineering Corporation, is hereby designated as Implementing Officer of the said project in lieu of Undersecretary Oscar Rodriguez as exemption to the provision of LOI No. 398, S-1976.
