TO: The Minister of Natural Resources The Director, Bureau of Lands And All Government Agencies Concerned

Pursuant to Proclamation No. 94, series of 1966, and in order to resolve and terminate the legal controversy arising from the context and interpretation of Proclamation No. 469, series of 1965, in relation to Proclamation No. 94, you are hereby directed to enforce Proclamation No. 94, series of 1966, excluding certain portions of land specified therein from the operation of Proclamation No. 469, series of 1965.

In as much as Lots 1, 2, 3, 4, 5 and 6 specified in Proclamation No. 94 are already subject to existing private and/or vested rights acquired before the effectivity of the 1973 Constitution, you are further directed to proceed and continue immediately with the disposition and sale of the segregated land under the provisions of the Public Land Act.

Done in the City of Manila, this 5th day of August, in the year of Our Lord, nineteen hundred and eighty.
