EXECUTIVE ORDER NO. 12 - CREATING A COUNCIL OF STATE
By virtue of the powers vested in me by law, I, RAMON MAGSAYSAY, President of the Philippines , do hereby create a Council of State whose duty shall be to advise the President on such matters of public policy as he may from time to time lay before it.
The Council of State shall be composed of the following: The Vice-President The President of the Senate The Speaker of the House of Representatives The Members of the Cabinet The President pro-tempore of the Senate The Speaker pro-tempore of the House of Representatives The Majority Floor Leader of the Senate The Majority Floor Leader of the House of Representatives
The Chairman of the National Economic Council who is concurrently Coordinator of U.S. Aid and Philippine; Counterpart Funds
The President of the Governors’ League (Majority Party) and such other persons as the President may appoint from time to time.
Done in the City of Manila, this 11th day of February, in the year of Our Lord, nineteen hundred and fifty-four, and of the Independence of the Philippines, the eighth.
