Quoted hereunder for your information and guidance is the text of the letter from Department of Finance dated December 13, 1995.

"In view of our finding of prima facie case of dumping in the anti-dumping protest filed by Uniplastic International Corporation against the importation of PVC Covering from Bangkok, Thailand, your Office is hereby directed not to release any pending or subsequent shipment of the above mentioned article unless a bond in an amount equal to twice the dutiable value thereof is given in accordance with Section 301(e) of the Tariff and Customs Code, as amended.

For your guidance, please take note that this protest was filed on 01 August 1995."
