The Chief of Staff, AFP Camp General Emilio Aguinaldo Quezon City

In line with the continuing program of reforms in the government, I hereby order the following:

Review of the assignment of senior officers of the Armed forces of the Philippines which will include a determination of their qualifications and performance and a review of their past records and activities, derogatory or otherwise; and,

No change of assignment of senior officers including provincial commanders, task force and regional commanders, battalion commanders, brigade commanders and division commanders and special unit commanders, shall be made without prior clearance from the President.
