GUIDELINES IN GRANTING FINANCIAL ASSISTANCE TO CASES OUTSIDE THE REGULAR DISABILITY ASSISTANCE PROGRAM
For the purpose of institutionalizing the granting of financial assistance to cases not covered by the regular disability assistance program, the following guidelines are hereby set:
1 Nature
The financial assistance shall be in the form of cash donation not exceeding Five Thousand Pesos (P5,000) to be granted to overseas contract workers (both landbased and seabased for cases which because of some unavoidable, unforeseen or unwarranted circumstances, do not fall under the regular disability assistance program.
2 Coverage
Covered by the financial assistance are disabilities, injuries or illnesses which are neither contract related nor sustained during overseas employment but were contracted after May 1, 1982.
3 Entitlement
Overseas contract workers covered by this MOI, shall be entitled to financial assistance only once provided that they have at least one recorded OWWA contribution, are not qualified under the regular disability assistance program and have not received any monetary assistance from OWWA prior to application for the monetary aid.
4 Schedule of Financial Assistance
The schedule of financial assistance shall be as follows:

5 Beneficiaries
Beneficiaries of financial assistance under this MOI are the sick or disabled contract workers requesting for such aid. However, for those who could not personally receive the financial assistance themselves, the following may act as co-claimants or co-recipients in the order of priority:
a. Surviving Spouse b. Children c. Parents
6 How to Apply
Qualified claimants are required to accomplish the disability assistance application forms and to submit the same to the Benefits and Statistics Division of the OWWA Secretariat for landbased workers or to the Seafarers Assistance and Benefits Division also of the OWWA Secretariat for seabased workers, with the following requirements.
a. medical certificate issued by attending physician
b. employment contract/Seaman's Service Record Book/passport
