PROCESSING OF REGISTRATION TRANSACTIONS WITHOUT THE ISSUANCE OF CERTIFICATE OF EMISSION COMPLIANCE (CEC)

In view of the non-availability of Certificate of Emission Compliance (CEC) forms at the Central Office, all LTO District Offices are hereby directed to accept registration transactions even without the CEC form. However, you are required to check and validate in the MVRS system whether the motor vehicle being registered had undergone and passed the motor vehicle emission test prior to the processing of the transaction.

This Memorandum Circular shall be effective until further notice.
