DECLARATION OF REGIONS I, CORDILLERA ADMINISTRATIVE REGION (CAR) EXCEPT BENGUET AND THE PROVINCE OF AURORA AS FOOT AND MOUTH DISEASE (FMD) FREE ZONE WITH VACCINATION AND THE PROVINCES OF BATAAN, PAMPANGA, TARLAC, ZAMBALES, CAVITE, QUEZON AND RIZAL AS PROTECTED ZONES

Whereas, the Office of the International des Epizooties (OIE) International Animal Health Code provides that an area in a country may be declared FMD Free Zone it has no

FMD Outbreak, no evidence of FMD virus infection and no vaccination against FMD during the past 12 months, and there is a record of regular and prompt reporting;

Whereas, based on the serological surveillance and field monitoring conducted in the Regions I, CAR (except Benguet) and Aurora Province yielded no evidence of FMD virus infection during the past twelve (12) months;

Whereas, the Provinces of Bataan, Tarlac, Pampanga, Zambales, Cavite, Quezon and Rizal have no FMD incidence for the past 12 months as evident on the regular and prompt reporting;

Whereas, there is a need to declare nationally Regions I, CAR (except Benguet) and Aurora Province as FMD-free zones with Vaccination, and the Provinces of Bataan, Tarlac, Pampanga, Zambales, Cavite, Quezon and Rizal as Protected Zones to strengthen the campaign against FMD and to further enhance the livestock industry in the said areas;

NOW, THEREFORE, I, DOMINGO F. PANGANIBAN, Secretary of Agriculture, by powers vested in me by existing laws, do hereby declare the provincse of Region I (Pangasinan, La Union, Ilocos Sur and Ilocos Norte) and CAR (Abra, Mt. Province, Apayao, Kalinga and Ifugao), as FMD-free zones with Vaccination.

This Order shall take effect fifteen (15) days after three (3) copies thereof with the UP Law Center.
