AN ORDER REVOKING THE "BUS FLEXIBILITY RULE"

The "Bus Flexibility Rule" was introduced in 1991 to allow bus operators to deploy temporarily buses from one authorized route to another authorized route to respond to unexpected increase in travel demand. This rule, however, has been abused to the detriment of the interest of the riding public and/or operators regularly serving the affected routes.

In view of the foregoing and following consultation with various associations of bus operators, the "Bus Flexibility Rule" is hereby revoked effective 1 January 1997. The LTFRB may continue, however, to issue special permits to meet the exigencies of travel demand.
