DIRECTING THE PHILIPPINE JUDICIAL ACADEMY (PHILJA), THE JUDICIAL AND BAR COUNCIL (JBC), SUPREME COURT-OFFICE OF ADMINISTRATIVE SERVICES (SC-OAS), OFFICE OF THE COURT ADMINISTRATOR- COURT MANAGEMENT OFFICE (OCA-CMO), OFFICE OF THE COURT ADMINISTRATOR-OFFICE OF ADMINISTRATIVE SERVICES (OCA-OAS) AND OFFICE OF THE BAR CONFIDANT TO GATHER AND GENERATE SEX-DISAGGREGATED DATA FOR THE USE OF THE JUDICIARY

WHEREAS, on December 9, 2003, the Supreme Court En Bane approved the Strategic Gender and Development (GAD) Mainstreaming Plan for the Philippine Judicial System (With Annual GAD Plan and Budget for 2004) prepared by the Committee on Gender Responsiveness in the Judiciary (CGRJ);

WHEREAS, one of the approved activities under the Plan is the collection of sex-disaggregated data;

WHEREAS, the generation of sex-disaggregated data determine the representation of women and men in the Philippine Judiciary which will be the basis for the conduct of gender-related interventions;

WHEREAS, these generated and gathered data will be uploaded in the Online Gender Corner for reference;

WHEREAS, to facilitate these activities, the offices in the Philippine Judiciary need to gather and generate sex-disaggregated data on a yearly basis;

WHEREAS, the Philippine Judicial Academy (PHILJA) should provide the figures on the number of trained female and male judges and lawyers;

WHEREAS, the Judicial and Bar Council should provide sex-disaggregated data on the female and male applicants to the Bench and the number of appointed female-male Justices and judges;

WHEREAS, the Supreme Court Office of Administrative Services should provide the number of female and male employees (regular, casual, co-terminus and contractual);

WHEREAS, the Office of the Court Administrator-Court Management Office (OCA-CMO) through the Court Administration Management Information System (CAMIS) should (l) generate data on the number of cases involving violence against women, child abuse, drug user (minors), rape with minor victims, rape with minor victim & accused, rape under R.A. 8353, violation of the Sexual Harassment Act and all other child and family criminal cases which should be segregated between the number of female and male judges handling such cases; and (2) generate the number of case inflow and case outflow in designated family courts;

WHEREAS, the Office of the Court Administrator-Office of Administrative Services (OCA-OAS) should initiate the gathering of sex-disaggregated data on the number of judges and court personnel in Lower Courts;

WHEREAS, the Office of the Bar Confidant should possess vital sex-disaggregated data on the applicants to the Bar, Bar Passers, Bar Topnotchers and lawyers;

NOW, THEREFORE, the Philippine Judicial Academy (PHILJA), the Judicial and Bar Council (JBC), Supreme Court-Office of Administrative Services (SC-OAS), Office of the Court Administrator- Court Management Office (OCA-CMO), Office of the Court Administrator- Office of Administrative Services (OCA-OAS) and Office of the Bar Confidant are hereby directed to:

(a) to gather sex-disiggregated data for the Year 2004- 2005 to be submitted to the Committee on Gender Responsiveness in the Judiciary in October 2006; and

(b) to gather and generate sex-disaggregated data on a yearly basis and to submit these data on the Second Week of January of the following year to the Committee on Gender Responsiveness in the Judiciary which is the repository of sex-disaggregated data in the Judiciary.
