DECLARING MONDAY, MARCH 31, 2003, AS A SPECIAL DAY IN THE CITY OF SIPALAY, NEGROS OCCIDENTAL

WHEREAS , Monday, March 31, 2003, marks the 2nd Charter Day anniversary in the City of Sipalay, Negros Occidental;

WHEREAS , it is fitting that the people of the City of Sipalay be given full opportunity to celebrate this milestone in their City's history with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO , Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO , do hereby declare Monday, March 31, 2003, as a special day in the City of Sipalay, Negros Occidental.
