AMENDING PRESIDENTIAL DECREE NO. 847, ENTITLED "ADOPTING A COMPENSATION SCHEME FOR THE CAREER EXECUTIVE SERVICE AND RELATED MATTERS"
WHEREAS , Presidential Decree No. 847, provided a compensation schedule for positions of Career Executive Service Officers in the government pursuant to the Constitutional provision for the standardization of compensation of government officials and employees; WHEREAS , the 1976 Salary Survey of the Budget Commission indicated a substantial upward trend in compensation, and in the implementation of this salary survey, the salaries of middle management officials and technical and professional personnel have been adjusted to the extent that their salaries are now higher than Career Executive Service Officers of Rank IV and V who are their superiors in the hierarchy;
WHEREAS , the rates fixed in Presidential Decree No. 847 are now obsolete and that the government hierarchy should be adjusted so that no superior shall receive a salary less than his subordinate;
WHEREAS , the salaries of the Cabinet Ministers have been increased and it is only proper that the salaries of Career Executive Service Officers who provide immediate support to the Ministers be also adjusted correspondingly;
NOW, THEREFORE, I, FERDINAND E. MARCOS , President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:
SECTION 1. The compensation Schedule for the Career Executive Service, as provided in Section 1 of Presidential Decree No. 847, is hereby revised as follows:

“b. POSITIONS COVERED
"The various ranks in the Career Executive Service cover the following positions, and such other positions as may be determined to be of equivalent category by the Career Executive Service Board:
Rank I — Deputy Minister
Rank II — Assistant Secretary
Bureau Director
Regional Director (Department-wide Regionalization)
Rank III — Assistant Bureau Director
Assistant Regional Director (Department-wide Regionalization)
Rank IV — Regional Director (Bureau-wide Regionalization) Ministry Service Chief
Rank V — Assistant Regional Director (Bureau-wide Regionalization)"
SECTION 2. The amount of P13.5 M or so much as may be necessary to implement the revised rates of compensation is hereby appropriated out of funds in the National Treasury not otherwise appropriated. In case of deficiency, savings in the appropriations of the respective offices and agencies may be utilized for this purpose.
SECTION 3. The Minister of the Budget and the Career Executive Service Board shall promulgate the rules and regulations for the implementation of this Decree.
SECTION 4. Any and all laws, decrees, executive orders, rules and regulations or parts thereof which are inconsistent with this Decree are hereby repealed and/or modified accordingly.
SECTION 5. This Decree shall take effect on July 1, 1978.
