SUSPENSION/BLACKLISTING OF HOWA COMPANY, LTD.

In view of the rescission of the contract of Howa Company, Ltd. for the construction of SRRIP Contract Package III-D, Banisilan Kitub Road, North Cotabato, due to abandonment and for which reason it incurred a negative slippage of 52.36% as of September 30, 1991, the said company and its officers/stockholders are hereby suspended/blacklisted from participating in any bidding or entering into any kind of contract in the DPWH and its line agencies for a period of one (1) year effective this date. All concerned are also ordered not to release any sum of money to Howa Company, Ltd., its officers/shareholders or agents, pending final determination and settlement of its liabilities and obligations provided under Clause 63.3 of the Conditions of Contract for Works of Civil Engineering Construction, Part I and Section 3 of P.D. 1870, without prior clearance from the Secretary.
