PAGCOR Video Streaming Player Liaison Program: Rules and Requirements

Who qualifies as a Player Liaison

• Valid Employment Identification Card with the latest photograph, issued by the Junket Operator. This serves as identification inside the casino or gaming area and as an additional security measure for the Licensee.
• Certified true copy of a valid NBI Clearance Certificate, renewed annually. This provides a background check on the applicant's criminal records and serves as an additional security measure for both the Junket Operator and the Licensee.
• Certificate of Training in casino table games issued by any PAGCOR-accredited training facility. This assures the applicant's knowledgeability in casino table games and ensures operational and gaming proficiency during actual gaming.

What does a Player Liaison do?

The Player Liaison works with the Junket Operator to facilitate and assist video streaming patrons in their gaming experience and to ensure that only patrons registered with the casino membership program are given access to the video streaming facility.

The role also requires the Player Liaison to ensure compliance with the eligibility requirements under Regulation 20, Part I, Section 3 of the Casino Regulatory Manual (CRM), and to provide accurate information to the Junket Operator on compliance with Regulation 20 (Junket Operations), Part I (Third-party Junket Operations), Section 4 (Records to be kept on Junket Players) of the CRM.

Player Liaisons must also ensure compliance with anti-money laundering and counter-terrorist financing requirements. All information gathered from players is endorsed to the Junket Operator, which then declares and shares it with the Licensed Casino for updating the Junket Player records in the Casino Management System (CMS), the Junket Player Database (JPD), and monitoring reports.

Other duties may include recruiting players to visit the casino, ensuring players receive VIP treatment, managing travel and billeting and other logistical support, and coordinating private gaming tables or special high-stakes tournaments.

Approval and cancellation process

The Licensee files the Player Liaison Clearance Request and Approval Form (GLDD Form 1449) with the GLDD, including all required documents, at least seven (7) business days prior to the intended date of implementation. One application form per junket group policy is implemented, and only requests with correct and complete information and complete documentary requirements will be processed.

The GLDD retains the prerogative to disapprove Player Liaison applications based on undeclared facts and circumstances by the applicant. When a Player Liaison's services cease, the Licensee must notify the GLDD through an accomplished CRM Form No. 71 (Player Liaison Cancellation of Approval Form).

Prohibited acts of Player Liaison personnel

The rules set clear limits on what a Player Liaison may do:

• A Player Liaison should not conduct any gaming activities and other duties without prior clearance or approval from the GLDD.
• A Player Liaison should only be assigned to junket tables with approved video streaming operations.
• A Player Liaison should not engage in any gambling activities outside the Licensed Casino where he or she is employed; gambling activities are limited to the Junket Operations to which the Player Liaison is employed.

Violation of these provisions results in the banning of the Player Liaison in all Licensed Casinos. Other acts determined as illegal by the Licensee or by the GLDD — such as engaging in non-gambling related or regulated activities — are likewise prohibited.

Junket Operator responsibilities

The Junket Operator carries its own compliance obligations. It is responsible for vetting prospective Player Liaison applicants and is accountable for complying with all legal requirements relative to their employment. The Junket Operator must maintain the continuous updated training of Player Liaison staff, through coordination with the Licensee, in accordance with the latter's approved game offerings.

The Junket Operator must also prohibit its Player Liaisons from engaging in gambling activities other than at the Licensed Casino where it operates, and from engaging in non-gambling related activities such as unlicensed cryptocurrency trading or exchange and other illicit financial transactions.
