ADMINISTRATIVE SUPERVISION OF COURTS

T O :

EXECUTIVE JUDGES OF MUNICIPAL TRIAL COURTS IN CITIES AND JUDGES OF MUNICIPAL TRIAL COURTS IN THE CITIES AND MUNICIPALITIES WHERE THE PLEBISCITE ON THE ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO SHALL BE CONDUCTED.

GUIDELINES TO BE OBSERVED BY DESIGNATED JUDGES IN CITIES AND MUNICIPALITIES IN CONNECTION WITH THE RECEIPT OF THE FOURTH COPY OF THE PLEBISCITE RETURNS FROM THE PLEBISCITE COMMITTEES FOR PURPOSES OF THE NOVEMBER 19, 1989 PLEBISCITE ON THE ORGANIC ACT FOR AUTONOMOUS MUSLIM MINDANAO.

For the information and guidance of the Executive Judges and Judges concerned of the Municipal Trial Courts in cities and municipalities where the plebiscite scheduled on Sunday, November 19, 1989 on the Organic Act for the Automous Region in Muslim Mindanao shall be held, quoted hereunder is the Resolution of the Court EN BANC, dated November 14, 1989 which reads as follows:

"A.M. No. 89-11-976-0.- Re: Resolution No. 2195 of the Commission on Elections. - Acting on Resolution No. 2195 of the Commission on Elections, dated November 7, 1989, the court Resolved to ORDER the Executive Judges of Municipal Trial Courts in Cities and Judges of Municipal Trial Courts in cities and municipalities, respectively, where the plebiscite on the Organic Act for the Autonomous Region in Muslim Mindanao shall be held, to wit: The Cities of Cotabato, Dapitan, Dipolog, General Santos, Iligan, Marawi, Pagadian, Puerto Princesa and Zamboanga and the municipalities in the Provinces of Basilan, Cotabato, Davao del Sur, Lanao del Sur, Lanao del Norte, Maguindanao, Palawan, South Cotabato, Sultan Kudarat, Sulu, Tawi-Tawi, Zamboanga del Norte and Zamboanga del Sur, to receive the fourth (4th) copies of the Plebiscite Returns from the Plebiscite Committees in their respective cities or municipalities, starting in the evening of Sunday, 19 November 1989 (Plebiscite Day) until all the Plebiscite Committees in said cities or municipalities, as the case may be, shall have submitted such copies; provided, however, that should they be unable to do so for any justifiable reason, they shall designate any responsible in their offices, such as clerks of court, legal researchers or interpreters, to receive the same, which designation should be in furnished the Election Registrars and the School Division Superintendents in cities, and District Supervisors in municipalities, or, in their default, the highest ranking official of the Department of Education, Culture and Sports, in said municipalities. The judge or the authorized personnel is further ORDERED to keep the plebiscite returns in safe and secure place in the office of the judge in the official custody of the latter who must adopt all possible and precautionary measures for the maximum security of the copies of the plebiscite returns, which maybe opened pursuant to Section 19 of Republic Act No. 6646."
