REPUBLIC OF THE PHILIPPINES DEPARTMENT OF FINANCE BUREAU OF INTERNAL REVENUE Quezon City December 3, 2007 REVENUE MEMORANDUM CIRCULAR NO. 78-2007 SUBJECT : Circularizing the Full Text of Unnumbered Memorandum Dated December 3, 2007 Regarding the "Prohibition on the Filing of Application for Leave of Absence" TO : All Internal Revenue Officials, Employees and Others Concerned ________________________________________________________________________ For the information and guidance of all internal revenue officials, employees and others concerned, quoted hereunder is the full text of Unnumbered Memorandum dated December 3, 2007 regarding the "Prohibition on the Filing of Application for Leave of Absence", as follows: "MEMORANDUM TO : All Internal Revenue Officials, Employees and Others Concerned (Signed) FROM : LILIAN B. HEFTI Commissioner of Internal Revenue SUBJECT : Prohibition on the Filing of Application for Leave of Absence DATE : December 3, 2007 __________________________________________________________ For the information and guidance of all concerned, no official or employee of the Bureau of Internal Revenue (BIR) shall be allowed to go on leave of absence until December 28, 2007 unless there is a valid ground for such an absence and with the approval of the Commissioner.

This directive has been issued in relation to the Bureau's effort to attain its assigned target until the end of this year. Considering the very huge target which the BIR is tasked to collect, the usual grounding of investigation during the Christmas Season will not be applied this year. Thus, all concerned are hereby directed to continue with their on- going investigation of tax cases and collection of taxes until their final termination.
