Subject : Guidelines on the Submission of the Amended Financial Reporting Package (FRP)
Pursuant to Circular No. 568 dated 8 May 2007 on the Amendments to Circular 512 on the Financial Reporting Package (FRP) following guidelines and procedures shall be observed relative to the submission of the amended FRP:
1. Pilot runs of the amended FRP shall start with the 31 March 2007 reports and shall be submitted within the prescribed submission deadlines below:

2. Upon live implementation of the FRP, beginning with the month-end/quarter-end September 2007 reports, the solo balance sheet and solo income statement and their supporting schedules shall be submitted within 15 banking days after the end of the reference month and quarter, respectively, and the consolidated reports shall be submitted within 30 banking days after the end of the reference quarter. Only banks with financial allied subsidiaries, excluding insurance subsidiaries, shall submit the reports on consolidated basis. 3. Until advised otherwise, all banks shall continue to submit the General Ledger (GL) for the Consolidated Statement of Condition (CSOC), Consolidated Statement of Income and Expense (CSIE) together with the supporting schedules in accordance with the mode and frequency of submission as provided under existing regulations. Late and/or erroneous reporting of the GL-CSOC/CSIE and its schedules shall be subject to penalty for the duration of the parallel run. Same penalties will apply for the FRP starting with its September-end 2007 reports.
4. The amended FRP templates can be accessed at http://www.bsp.gov.ph/frp/templates . Once the log-in page appears, enter your bank code (i.e. same bank code used in electronically submitting your GL files to BSP) in order to gain access and download the templates applicable to your bank type.
5. The revised / updated data base structure which shall serve as the banks’ guide in creating their respective data bases for the FRP is detailed in Annex A. Enumerated below is the list of prescribed data base (dbase) file names for all banks:

6. The following e-mail addresses shall be used for the electronic submission of the FRP:

5. The revised / updated Control Prooflist (Annex B), duly notarized and signed by the authorized official of the reporting bank, shall be sent within the prescribed submission deadline to the Director of the BSP Supervisory Data Center (SDC) via facsimile at (632) 523-3461 or 523-0230.
6. Banks that are unable to transmit the FRP electronically can submit their FRP in CD together with the aforementioned Control Prooflist through messengerial or postal services within the prescribed deadline to:

7. The amended FRP templates and other relevant attachments are also available upon request at the BSP-SDC through the above-mentioned e-mail addresses and/or postal address.
This supersedes the Memorandum to All Banks on the Implementing Guidelines on the Submission of the New FRP dated 07 March 2006. For compliance.
