REPUBLIC OF THE PHILIPPINES DEPARTMENT OF FINANCE BUREAU OF INTERNAL REVENUE April 11, 2008 REVENUE MEMORANDUM ORDER NO. 23-2008 SUBJECT: Streamlining Priority Projects under the Tax Reform Agenda (TRA) TO : Deputy Commissioners, Assistant Commissioners, TRAG Project Directors, Task Force Heads, Task Force Members and Others Concerned __________________________________________________________________ I. OBJECTIVES This Order is issued to: 1. Provide adequate focus and direction on the most significant priority projects under the TRA by the respective Deputy Commissioners, Assistant Commissioners, TRAG Project Directors, Task Force Heads and Members. 2. Increase coordination and support among existing task forces of all reform project activities. 3. Accelerate priority project implementation. 4. Ensure progress of priority projects and produce expected results as defined in the submitted work plan. 5. Sustain a sound project administration of all priority actions. II. POLICIES To attain these objectives, the following shall be followed: 1. The Coordinating Committee (CC) shall be revived and shall hold regular bi-monthly meetings. This shall be chaired by the Deputy Commissioner for Operations Group and co- chaired by the Deputy Commissioner for Information Systems Group. Attendance of all Deputy Commissioners as well as the Assistant Commissioners concerned shall be mandatory. The CC s hall provide direction, coordinate, monitor and resolve all pending issues relative to ongoing BIR programs, projects and activities. The CC shall be the venue to raise issues relative to said programs, projects and activities whether under the TRA or otherwise. TRA issues in relation to other projects raised but not resolved in the CC shall be elevated to the Steering Committee for proper disposition.
2. The following shall be the seven (7) priority projects under the TRA: Priority Projects Responsible Assistant Commissioners 1. Registration Taxpayer Assistance Service / Information Systems Development Service 2. Nationwide Rollout of Information Planning and Quality Service / Computerized Systems (NRCS) Taxpayer Assistance Service / Assessment Service / Collection Service 3. Third Party Information (TPI) Assessment Service / Linkage Information Systems and Operations Service Collection Service / 4. Accounts Receivables System Information Systems Development Service Policy and Planning Service / Assessment Service / 5. Risk-based Audit, Industry Information Systems Development Service Profiling, Benchmarking Human Resource Development Service / Financial and Administrative Service / Information Systems and 6. HRIS , Payroll System Operations Service / Information Systems Dev't. Service Legal Service / Enforcement Service 7. Run After Tax Evaders (RATE) The Assistant Commissioner shall involve the offices/ officials concerned within the service relative to the implementation of the Tax Reform Projects. The priority projects enumerated above were identified and evaluated as a result of a Change Management Workshop conducted on February 7 and 8, 2008 among the Top Management and TRAG Project Directors and Task Force Heads. 3. The Deputy Commissioner of the functional area to which the priority projects belong shall oversee the timely and full implementation of said projects. 4. All other projects under the TRAG other than the above shall continue to be implemented under their respective functional areas. Further, it is expected that project implementation and delivery of results must be within the prescribed timeframe which they have indicated in the work plan submitted to TRAG. For complete list of these projects under TRAG, please see Annex A. 5. All reform projects shall be part of the Tax Reforms Agenda and shall continue to be supported by identified donor agencies. 6. Project activity status, progress and outcome shall still continually and regularly be monitored by TRAG for the duration of project implementation. III.
