SUBJECT IMPLEMENTING RULES AND GUIDELINES FOR THE

FOUNDATIONS OF GAMING SYSTEM ADMINISTRATORS

November 2025, approved the Implementing Rules and Guidelines for the Please be informed that the PAGCOR's Board of Directors, in its meeting held on 06 Foundations of Gaming System Administrators (IRG).

In line with PAGCOR's commitment to corporate social responsibility and nation- building, a Gaming System Administrator (GSA) that generated a total of Gross Gaming Revenue (GGR) of One Hundred Million Pesos (Php100 Million) in a month shall incorporate and register its foundation.

The foundation will serve as the Corporate Social Responsibility (CSR) arm of the GSA. Its primary objective is to contribute to programs and initiatives related to education, environment, cultural heritage, health/wellness and sports development.

Please note that a separate correspondence will be issued to qualified GSAs providing further details and guidelines for concerned GsAs' compliance.
