For your information, quoted hereunder is a directive dated 2 January 2002 from the Anti-Money Laundering Council (AMLC), created under the provisions of Republic Act (R.A.) No. 9160, the Anti-Money Laundering Act of 2001.

Hereby referred for circularization among commercial banks and off-shore banking units is the attached Terrorist List issued on December 20, 2001, by the Government of the United States (U.S.). Said list is the sixth annex to U.S. President George W. Bush's Executive Order No. 13224 dated September 23, 2001 which vested in the Secretary of State the authority to designate foreign persons who have committed or pose a significant risk of committing, acts of terrorism that constitute an unusual and extraordinary threat to U. S. security, foreign policy and economy. The Bangko Sentral ng Pilipinas has earlier issued Memoranda to Banks and Off-shore Banking Units dated November 13, 2001 and December 7, 2001 circularizing U.S. Terrorist Lists dated September 23, October 12, November 2 and 7, and December 4, 2001. xxx                    xxx                    xxx

Pursuant to the foregoing directive, all banks and off-shore banking units concerned shall make the necessary reports of transactions with terrorists individuals and organizations named in the attached United States Terrorist List dated December 20, 2001 pursuant to Section 9 (c) in relation to Section 3(b) of R.A. No. 9160 within five (5) working days from occurrence thereof.
