REVENUE MEMORANDUM ORDER NO. 87-99 issued December 6, 1999 prescribes the guidelines in recommending No Appeal from adverse court decisions. Action on the recommendation not to appeal will be given priority. Thus, such recommendations should reach the Office of the Commissioner not later than ten (10) days from receipt of the decision for cases handled by the National Office, and not later than fifteen (15) days for cases handled by the Regional Offices.
