Memorandum on Clarification on the scope of the Unified Gaming License and Form 57 Requirements

I-GAMING LICENSING AND REGULATION GROUP Electronic Gaming Licensing Department MEMORANDUM July 16, 2026 TO : ALL GAMING VENUE OPERATORS ALL GAMING SYSTEM ADMINISTRATORS ALL LICENSEES OF INTEGRATED RESORTS ALL GAMING AFFILIATES ALL SUPPORT SERVICE PROVIDERS ALL APPLICANTS AND CONCERNED PARTIES FROM : THE OFFICER-IN-CHARGE SUBJECT : CLARIFICATION ON THE SCOPE OF THE UNIFIED GAMING LICENSE AND FORM 57 REQUIREMENTS ---------------------------------------------------------------------------------------------------------------- This Memorandum is issued to clarify inaccurate information circulating in certain reports regarding recent regulatory issuances. The memorandum issued by the Electronic Gaming Licensing Department (EGLD) on July 6, 2026 regarding the Unified Gaming License (UGL) for Gaming Venue Operations as an Alternative Licensing Approach applies exclusively to land-based gaming venue operators. It does not apply to online gaming operators. The UGL was established to streamline and standardize the licensing, operational, and technical requirements for land-based gaming establishments. Accordingly, the licensing fees, equipment standards, and other regulatory requirements prescribed under the UGL are intended solely for land-based gaming venue operations. Reports suggesting that the UGL imposes new licensing requirements on the online gaming sector are inaccurate. Further, the memorandum dated July 6, 2026 on the implementation of Form 57 for the appointment of an Exclusive Distributor/Reseller in relation to overseas partnerships is solely an administrative requirement under the Regulatory Framework on Gaming Affiliates and Support Service Providers. The requirement was introduced to facilitate efficient monitoring and regulatory oversight and does not impose any new licensing requirements.

Finally, for the avoidance of doubt, nothing in the foregoing memoranda, nor any of the regulatory issuances discussed herein, authorizes, revives, or otherwise permits offshore gaming operations in any form.
