For the information and guidance of all internal revenue officials, empioyees and others concerned, attached herewith, as Annex "A" hereof, is the Implementing Rules and Regulations of Republic Act No. 10693 otherwise known as the "Microfinance NGOs Act.

All revenue officials and empioyees are enjoined to give this Circuiar as wide a publicity as possible
