Subject : Electronic Transmission of the Report on Compliance With Mandatory Credit Allocation Requirement Under P.D. 717
The quarterly Report on Compliance with Mandatory Credit Allocation Requirement under P. D. 717 may be submitted electronically to Bangko Sentral ng Pilipinas (BSP), effective for the quarter-end March 2001, together with the supporting schedules. Thrift banks and rural banks which are electronically linked with BSP are encouraged to submit via cc:mail. Other banks may submit through the internet.
The following guidelines shall be observed in the transmission of subject report.
1. In the implementation of the electronic submission, the report shall be transmitted in EXCEL format (Sample Format attached in Annex A) and save as TEXT FILE, effective for the quarter-end March 2001, following the attached data structures. The prescribed filenames shall be:
Main Report - AGRA.txt Schedule A - AGRASCA.txt Schedule B - AGRASCB.txt Schedule C - AGRASCC.txt Schedule D - AGRASCD.txt Schedule E - AGRASCE.txt Schedule F - AGRASCF.txt
2. The modes of transmission and the corresponding BSP address shall be:

The diskettes shall be properly labeled as to name of bank and reference date.
Banks without the capability to submit via electronic mail or in diskette, may submit in hardcopy following the prescribed format (as attached).
3. There shall be allowed a pilot and parallel run for reports as of December 31, 2000 for those banks that shall submit the report both in the new reporting schemes, i.e., electronically (cc:mail or internet) or in diskette.
4 Upon transmission of the report, the bank shall also fax (fax #532-34-61) the notarized control prooflist duly signed by the authorized officer of the bank (attached in Annex B). The original notarized control prooflist shall likewise be submitted directly by each bank to the Supervisory Reports and Studies Office, Bangko Sentral ng Pilipinas.
5. Banks opting to submit their reports through the internet, prior to submission, should first communicate to BSP the following information:
E-mail address of the bank
Name and address of the Internet Service Provider (ISP)
Name of sender
6. An acknowledgment receipt shall be issued by BSP-SRSO for electronic reports that strictly follow the BSP prescribed format. Reports submitted through cc:mail with noted exception/error/s shall be automatically rejected by the system and an error list shall be considered as late reporting and subject to the appropriate penalty for Category A-3 prescribed under the Manual of Regulations for Banks.
7. Infected or inaccessible diskettes shall be returned subject to submission of a new diskette.
8. The BSP-SRSO will accept no responsibility for electronic messages/reports/ information that may be hacked or cracked, intercepted, copied or disclosed outside BSP’s information system.
