Moron ("Moron"), an employee of R&L ("SRC") in relation to Rule 26.1 of the 2015 SRC Implementing Rules and Regulations ("SRC Rules" or "SRC-IRR") and Section 54 of the SRC; and, (2) Section 28 of the SRC in relation to Investments, Inc. ("R&L) for violation of: (1) Section 26 of the Securities Regulation Code Before the Special Hearing Panel ("SHP") is a Formal Charge dated September 2020
ANTECEDENT FACTS AND STATEMENT OF THE CASE
No. MP-2019-001 ordered the Capital Markets Integrity Corporation ("CMIC') to take over the operations of R&L Investments, Inc. ("R&L"), pursuant to Section 33.1 (d) of the SRC and Rule 33.1.1.26.3 of the SRC-IRR. On 14 November 2019, the Securities and Exchange Commission in SEC En Banc Case

However, when the Julieto Sulapas ledgers of R & L were compared to that of Venture, it was discovered that the shares transferred to Venture do not exist or recorded in his to the Julieto Sulapas account in Venture came from the accounts of the other clients of R&L. No documents showing any authority from these other clients to transfer the shares were submitted during the investigative proceedings. R&L account as of the date of his requests. 14. It was also claimed by Lucy Linda Lee and Jonathan Lee that Respondent tampered the PDTC reports in order to hide the unauthorized transfer of R&L client shares via EQ trades to the Julieto Sulapas account in Venture Securities.

THE RULING
