RELATIVE TO THE COMPENSATION OF THE FOREIGN SERVICE

WHEREAS, it is necessary that the personnel of the Ministry of Foreign Affairs and the Foreign Service be provided with, adequate financial means to be able not only to protect and advance the country's interests abroad efficiently and effectively but also to represent the country in a manner worthy of the esteem and respect of the country to which they are assigned end accredited;

WHEREAS, in common with other members of the Civil Service, it is necessary to adjust the salaries of the personnel of the Ministry of Foreign Affairs and the Foreign Service.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order and instruct the implementation of the following upgrading in foreign service compensation:

The positions in the Ministry of Foreign Affairs shell be allocated to the salary grades of the salary schedule provided for in Presidential Decree No. 985, as follows:

Positions not falling under the above classes shall be subject to the existing national compensation and classification plans.

The salaries of other personnel of the Philippine Government stationed abroad other than those of the Ministry of Foreign Affairs shall be adjusted to the Minimum of their assimilated ranks pursuant to Letter of Implementation No. 63.

The home office adjustment allowance currently enjoyed by the personnel of the Ministry of Foreign Affairs shall be progressively incorporated to their basic salary.

Funds needed to implement this Letter shall be drawn from the Salary Adjustment Fund provided in the General Appropriations Act.

The implementation of this Letter shall observe Executive Order No. 495, as amended, and such rules and regulations as may be issued jointly by the Minister of foreign Affairs and the Minister of the Budget.

This Letter shall take effect on May 1, 1979.
