The relevant facts, as alleged by the EPD in its Petition, are as follows:

The EPD likewise found that CAHAFI misrepresented to the public that its program and activities are being undertaken as a CMP pursuant to Republic Act No. 7279 (RA 7279), otherwise known as the Urban Development Housing Act of 1992. The EPD, on the basis of the evidence on record and its own investigation,
