CIRCULAR LETTER Series of 1996
TO : All Banks and Non-Bank Financial Institutions with Quasi-Banking Functions
The Monetary Board, in its Resolution No. 1387 dated December 6, 1995, authorized the establishment and operation of RICHMOND SAVINGS BANK as a Thrift Bank.
The Certificate of Authority to operate was signed/issued by the Governor on July 3, 1996.
The bank started operations on July 15, 1996.
