AN ACT UPGRADING THE MAGUINDANAO PROVINCIAL HOSPITAL TO BE
KNOWN AS THE BANGSAMORO REGIONAL HOSPITAL AND MEDICAL CENTERTO A LEVEL III HOSPITAL,AND THEREBY INCREASING ITS BED CAPACITY TO THREE HUNDRED FIFTY,APPROPRIATING FUNDS THEREFOR,AND FOR OTHERPURPOSES
Be it enacted by the Bangsamoro Transition Authority in Parliament assembled
Medical Center Act of 2025. " SECTION 1. Short Title. -- This Act shall be known as the "Bangsamoro Regional Hospital and
SEC. 2. Declaration of Policy. -- It is the declared policy of the Bangsamoro Government to protect and promote the people's right to health and instill health consciousness among them. Furthermore, it shall adopt an integrated and comprehensive approach to health development, which shall endeavor to provide essential goods, health care, and other social services to all the people at an affordable cost.

a)Integrate into its system of operations all pertinent and relevant provisions under Republic Act
No.11223, otherwise known as the "Universal Health Care Act
b) Improve and upgrade the government health services and facilities of the Maguindanao Provincial Hospital for the benefit of the general public, especially residents of Maguindanao del Sur and nearby areas;
c) Provide all essential and quality health services to the people,especially the sick,the poor,and other marginalized individuals from Maguindanao del Sur; and
d) Improve and uplift the morale, social, and economic well-being of health workers of the Maguindanao Provincial Hospital.
as follows: SEC. 4. Definition of Terms. -- For the purposes of this Act, the following terms are hereby defined

a)"Classification Level" -- refers to the classification of hospitals based on their functional capacity as prescribed by the Department of Health (DOH) under Administrative Order No.
2012-0012, effective July 18.2012,and subsequent amendment thereto as Administrative Order No.2012-0012 dated September 03,2015.
b)Level I-The hospital shall have,as minimum,the services stipulated under Rule V.B.1.b.
1.of the DOH Administrative Order No.2012-0012,including,but not limited to,the following
b.1. A staff of qualified medical, allied medical, and administrative personnel headed by a physician duly licensed by the Professional Regulation Commission;
b.2. Bed space for its authorized bed capacity in accordance with DOH guidelines in the
planning and design of hospitals;
b.3. An operating room with standard equipment and provision of sterilization of equipment and supplies in accordance with:
a DOH Reference Plan in the Planning and Design of an Operating Room/Theater;
and
b. DOH Guidelines on Cleaning,Disinfection, and Sterilization of Reusable Medical
Devices in Hospital Facilities in the Philippines.
b.4.A post-operative recovery room
b.5. Maternity facilities, consisting of ward(s), room(s), and delivery room, exclusively for
maternity patients and newborns;
b.6.Isolation facilities with proper procedures for the care and control of infectious and
communicable diseases, as well as for the prevention of cross-infections;
b.7.A separate dental section/clinic:
b.8.Provision for blood station:
b.9. A DOH licensed secondary clinical laboratory with the services of a consulting pathologist
b.10. A DOH licensed Level I imaging facility with the services of a consulting radiologist and
b.11. A DOH licensed pharmacy.
)"Level II" - The hospital shall have, as minimum, all of Level I capacity, including, but not limited to the following:
c.l. An organized staff of qualified and competent personnel, with chief of
hospital/medical director and appropriate board-certified clinical department heads;

c.2.Departmentalized and equipped with the services capabilities needed to support board.
in the specialties of Medicine, Pediatrics, Obstetrics and Gynecology, Surgery, their certified/eligible medical specialists and other licensed physicians rendering services
subspecialties, and ancillary services;
c.3.Provision for general Intensive Care Unit for critically ill patients
c.4.Provision for Neonatal Intensive Care Unit:
c.5.Provision for High-Risk Pregnancy Unit:
c.6.Provision for respiratory therapy services;
c.7.A DOH licensed tertiary clinical laboratory; and
c.8.A DOH licensed Level II imaging facility with mobile x-ray inside the institution and
capable of contrast examinations.
d)"Level III" -- The hospital shall have as minimum, all of Level II capacity, including, but not limited to, the following:
d.1. Teaching and/or training hospital with accredited residency training program for
and Gynecology, and Surgery: physicians in the four (4) major specialties, namely: Medicine, Pediatrics, Obstetrics
d.2.Provision for Trauma and Stroke Care
d.3.Provision for Oncology and Wellness Center
d.4.Provision for physical medicine and rehabilitation unit
d.5.Provision for ambulatory surgical clinic;
d.6. Provision for dialysis facility;
d.7.Provision for blood bank;
d.8.A DOH licensed tertiary clinical laboratory with standard equipment/reagents/supplies
necessary for the performance of histopathology examinations; and
d.9. A DOH licensed Level III imaging facility with interventional radiology.
e)"Upgrading"-refers to the reclassification of a hospital into a level higher than its present state

SEC. 5. Upgrading of the Maguindanao Provincial Hospital. -- The Maguindanao Provincial Hospital located in Datu Hoffer Ampatuan, Maguindanao del Sur is hereby upgraded from its present Level II classification into a Level III hospital with a three hundred fifty (350) bed capacity to be known as the Bangsamoro Regional Hospital and Medical Center, in accordance with the national classification level standards set by the DOH-Bureau of Health Facilities and Services as defined under Section 4 of this Act, to attain full accreditation.

SEC. 11. Separability Clause. -- If, for any cause, any part of this Act is declared unconstitutional

SEC. 13. Effectivity. - This Act shall take effect after fifteen (15) days following its complete publication in a newspaper of general circulation in the Bangsamoro Autonomous Region in Muslim Mindanao.
