SUBJECT IMPLEMENTATION OF PROBITY CHECKING FRAMEWORK

Please be informed that the PAGCOR Board of Directors, in its meeting held on July 17, 2025, approved the Probity Checking Framework (Rev. 0).

The Probity Checking Framework (Framework) shall be implemented to ensure the integrity and suitability of all individuals and PAGCOR-regulated entities. These cover among others, background checks,verification of personal and professional records, tax clearances, assessment of financial capacity, and other requirements necessary to ensure integrity, honesty, and compliance with PAGCOR probity check standards and applicable Iaws.

This Framework applies to new applications, renewals, and material events such as changes in board composition, corporate officers, shareholders, or beneficial ownership, as well as instances involving adverse reports or suspected illegal activities.

Relative thereto, all new applicants and existing operators/administrators are directed to fully comply with the submission to the Electronic Gaming Licensing Department (EGLD) of probity documentary requirements upon request. PAGCOR reserves the right to conduct probity checks at varying levels.
