TO: The Honorable Speaker of the Interim

Batasang Parnbansa

The Minister of the Budget The Chairman, Commission on Audit All Concerned

WHEREAS, the President of the Philippines has issued Proclamation No. 2040 dated December 5, 1980, convening the Interim Batasang Pambansa (IBP) as a constituent body to consider proposals to amend the Constitution; and

WHEREAS, there is a need for sufficient funds to finance the Interim Batasang Pambansa in its assigned task;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order:

The Minister of the Budget to set aside funds appropriated for the Interim Batasang Pambansa to be used by it as a constituent assembly to draft proposals for the amendment of the Constitution; and

The Chairman, Commission on Audit to pass upon in audit, subject to accounting and auditing rules, all expenditures of the Interim Batasang Pambansa as a constituent body.
