October 31, 2003 considered as a reserve day

TO: All Banks and NBQBs
For clarification and guidance, please be informed that October 31, 2003, which has been declared a non-working holiday for government offices, shall be considered a reserve day for purposes of determining the required reserves on Deposit Substitutes/Deposit Liabilities, Common Trust Funds and Other Similarly Managed Funds (CTF) and Tryst and Other Fiduciary Activities - Others (TOFA - Others). The reserve position as computed as the close of October 31, 2003 shall be carried forward to November 1 and 2, 2003 for reserve week October 31 to November 6, 2003.
