What the EGLD list is
The EGLD list is PAGCOR's official roster of electronic games cleared for offering on approved platforms. It is not a list of websites or brands. It is a list of game content, and it is addressed to two regulated parties: Gaming System Administrators and Game Content Providers.

A brand or domain name may appear on PAGCOR's list of accredited Gaming System Administrators and registered brands, yet the games it offers must still be among those the EGLD has approved. Who the EGLD regulates
The EGLD sits under the I-Gaming Licensing & Regulation Group. Its functions include processing evaluation and approval of requests to offer and operate game content. For live dealer games, the Guidelines on Live Dealer Game Contents state that the EGLD shall process all evaluation and approval involving requests to offer and operate those games.
Game content must come from legitimate sources. Under the same guidelines, only live dealer games provided by legitimate Game Providers are allowed as game content, and only live feeds may be used for the outcome of the games.
How game content is approved
For live dealer games, the Guidelines on Live Dealer Game Contents set out the following requirements:
- Live dealer games are allowed as game content for a PAGCOR-approved electronic (casino) remote gaming platform of a PAGCOR-accredited Electronic Gaming System (EGS) Service Provider.
- The gaming software platform hosting the games must be certified by a reputable and independent gaming laboratory under applicable standards.
- Feeds may be streamed live from a gaming studio located within the Philippines or abroad.
- Where the studio is abroad, the Streaming Provider must be duly accredited under the Accreditation Procedures for Data/Content Streaming Provider of Electronic Gaming Sites, and must secure the necessary Permit To Possess (PTP) for its gaming studio under the Application Procedures for Permit To Possess Gaming Equipment & Gaming Paraphernalia for Data/Content Streaming Provider of Electronic Gaming Sites.
- A PAGCOR-accredited Live Studio and Streaming Provider (LSSP) under the Offshore Gaming Licensing Department may provide live feeds, provided it complies with the requirement on foreign studios.
Live peer-to-peer poker games are excluded from these live dealer guidelines because of PAGCOR's existing regulatory model. Poker is handled separately through a "Poker Games" gaming license issued by the Table Games Department of the Licensing and Regulatory Group.
On revenue, the guidelines provide that Gross Gaming Revenue attributable to live dealer games is subject to a 47.50% PAGCOR Share or License Fee.
