REPUBLIC OF THE PHILIPPINES DEPARTMENT OF FINANCE BUREAU OF INTERNAL REVENUE Quezon City October 27, 2015 REVENUE MEMORANDUM CIRCULAR NO. 69-2015 SUBJECT : Use of Barangay Pitogo Instead of Barangay Poblacion, as Official Name of the Seat of the Municipality of President Carlos P. Garcia TO : All Internal Revenue Officers and Other Concerned Relative to the Municipal Resolution No. 13-414, Series of 2015 of the Municipality of President Carlos P. Garcia, Province of Bohol, affirming "Barangay Pitogo" as the official name of the seat of the municipal government, the name "Barangay Pitogo" shall henceforth be used in recording all Bureau transactions with taxpayers belonging to said barangays. Quoted hereunder is the complete text of the Municipal Resolution, for the information and guidance of all concerned: "Municipal Resolution No. 13-414 Series of 2015 A RESOLUTION REQUESTING RESPECTFULLY AND EARNESTLY THE BUREAU OF INTERNAL REVENUE, THROUGH ITS HONORABLE COMMISSIONER, TO ISSUE A MEMORANDUM AUTHORIZING THE USE OF BARANGAY PITOGO, WHICH IS THE OFFICIAL NAME OF THE SEAT OF THE MUNICIPAL GOVERNMENT OF THIS MUNICIPALITY, AND NOT BARANGAY POBLACION IN ALL ITS TRANSACTIONS AND DOCUMENTS THAT MAY INVOLVE ITS USE OR APPLICATION. Ando) (Co-sponsored En Masse) "Whereas, a resident of this municipality, who had secured his tax identification number, observed that the Revenue District Office in Bohol uses the name Barangay Poblacion as the name of the seat of the municipality on their registration procedures and other documentary transactions instead of Barangay Pitogo; "Whereas, upon query with the Bohol Provincial Legal Office, its legal opinion stated that in the absence of any law changing the name of Barrio Pitogo into Barangay Poblacion, the same shall still be officially known as the Barrio of Pitogo, which is the seat of the municipal government of this municipality; 1

"Whereas, to once and for all avoid confusions on the records of business registrations and documentary transactions, such as the Bureau of Internal Revenue, this Sangguniang Bayan hereby requests that an official directive be issued authorizing the use of "Barangay Pitogo" as the name of the seat of the municipal government and on its effect, the registration records bearing the entry of "Poblacion" be legally changed to "Pitogo"; "Whereas, on 21 June 1969, Congress approved Republic Act No. 5864, titled: An Act Creating the Municipality of Pitogo in the Province of Bohol with six (6) regular barrios, namely: Aguining, Basiao, Bonbonon, Gaus, Pitogo, and Tugas. Barrio Pitogo was the seat of the new municipality. Later on by virtue of Presidential Decree No. 1228 dated 25 October 1977, the name of the Municipality of Pitogo was changed to Municipality of President Carlos P. Garcia, Bohol. "Wherefore, the Thirteenth Sangguniang Bayan of President Carlos P. Garcia, Bohol in session duly assembled hereby RESOLVES as it is hereby RESOLVED to REQUEST RESPECTFULLY AND EARNESTLY THE BUREAU OF INTERNAL REVENUE, THROUGH ITS HONORABLE COMMISSIONER, TO ISSUE A MEMORANDUM AUTHORIZING THE USE OF BARANGAY PITOGO, WHICH IS THE OFFICIAL NAME OF THE SEAT OF THE MUNICIPAL GOVERNMENT OF THIS MUNICIPALITY, AND NOT BARANGAY POBLACION IN ALL ITS TRANSACTIONS AND DOCUMENTS THAT MAY INVOLVE ITS USE OR APPLICATION; "Resolved further, to furnish copies hereof to all concerned offices and agencies for their information and appropriate action.
