TO : ALL JUDGES OF FIRST AND SECOND LEVEL COURTS

SUBJECT: REQUESTS FOR TEMPORARY TRANSFER OF INMATES SUFFERING FROM PULMONARY TUBERCULOSIS TO METRO MANILA DISTRICT JAIL ANNEXES 1 (MALE) AND 3 (FEMALE)

Acting on the request of Jail Chief Superintendent Ignacio S. Panti, Regional Director, Bureau of Jail Management and Penology (BJMP), National Capital Region (NCR), all first and second level court judges are hereby REMINDED and ADVISED to immediately act on motions or similar requests to:

1. temporarily transfer Persons Deprived of Liberty (PDL) suffering from Pulmonary Tuberculosis (PTB) to the Metro Manila District Jail Annexes 1 (Male) and 3 (Female), which are the designated facility catering to PDLs of BJMP-NCR afflicted with PTB undergoing Intensive Phase of treatment; and

2. bring newly-committed PDLs to the nearest Department of Health-retained hospitals for the conduct of free chest x-ray to ensure timely detention and segregation.

OCA Circular No. 100-2015, dated 26 May 2015, reminding and advising judges to be more circumspect and considerate in acting on motions to bring inmates suffering from serious ailments and other health concerns which cannot be properly treated by the jail clinics, to hospitals or clinics outside the detention facilities, is likewise reiterated.
