Use of the Bangko Sentral ng Pilipinas Electronic Survey Portal for the Submission of the External Debt Survey

9 BANGl<O SENTRAL NG PILIPINAS OFFICE OFTHE DEPUTY GOVERNORjMONErARY AND ECONOMICS SECTOR CIRCULAR LETTER No. cL-2026-026 To All Concerned Entities Subject Use of the Bangko Sentral rig Pilipinas Electronic Survey Portal for the Submission of the External Debt Survey In line with the Bangko Sentral rig Pilipinas' (BSP) shift toward digitalization. the BSP has automated the conduct of External Debt Survey (EDS)"to gather data/information on resident private sector entities' external debt riot reported to/registered with the BSP. For this purpose. EDS submissions shall be made through the BSP Electronic Survey (e-Survey) portal21. The following guidelines shall be observed for the submission of the said survey: I. Effective 02 January 2026, all new EDS submissions shall be made exclusively through the BSP e-Survey Portal (accessible at ..... .. . ,, 2. All survey respondents will be required to register in order to access the portal and submit the EDS. To facilitate registration, the authorized users must submit the duly accomplished e-Survey Portal User Registration Form (Annex A) to the BSP-International Operations Department (100) via email at iod_eds@bsp. gov, ph. The Registration process and User's Manual for navigating the e-Survey Portal" are attached as Annexes B and C respectively, 3. EDS Module - for the submission of EDS; and 2. Foreign Borrowings Plan IFBP} Module - for the submission of resident entities' medium- and long-term FBP required under Section 22.7 of the Manual of Regulations on Foreign EXchange Transactions (FX Manual). as amended. The FBP module will be implemented subsequently and will be covered by a separate issuance. The use of Mozilla Firefox web browser is recommended for optimum portal performance
