Electronic submission of Sechedule 15 (Report on Bank Liabilities to Non-Residents) of the Consolidated Statement of Condition (CSOC or DCB I/II Form 2.A. 1 and 2)

TO : All Commercial Banks
Effective August 1999, Schedule 15 (Report on Bank Liabilities to Non-Residents) of the Consolidated Statement of Condition (CSOC or DCB I/II Form 2.A. 1 and 2) shall be submitted electronically (by cc:Mail) in database format to the Management of External Debt Department (MEDD) following the attached guidelines and file structure (Annexes 1 and 2):
The new system shall be implemented starting with the report for the month of July 1999. Reports should be received by MEDD via cc:Mail within the existing deadline, that is, not later than 15 banking days from end of reference month. In case of problems in communication lines, the reports shall be submitted in 3.5" diskette on or before the prescribed deadline.
Banks shall submit a hard copy certification signed by its duly authorized officer attesting to the correctness of data reported under Schedule 15 and consistency thereof with the CSOC and its related schedules using the format attached herewith as Annex 3. The certification shall be submitted within the same deadline for Schedule 15. For this purpose, banks shall inform MEDD in writing not later than August 6, 1999 of the name, designation, unit/department and contact numbers (telephone and fax numbers including cc:Mail and/or e-mail address, if any) of the officer/s duly authorized to sign such certification, together with specimen signature/s of said officer/s. Any changes to information provided regarding a bank's authorized officer/s shall be communicated immediately to MEDD in writing.
Penalties for delayed/unsubmitted/erroneous/incomplete reports shall be imposed in accordance with existing policies.
