TO : All Commercial Banks and Non-Bank Financial Institutions Concerned
SUBJECT : Amendments to the Signing of Transmittal Letters of Sequestered Companies
As requested by Justice Magdangal B. Elma, Chairman, Presidential Commission on Good Government, we are furnishing you, for your reference and guidance, a copy of his letter dated March 22, 1999, advising all commercial banks and non-bank financial institutions concerned of the amendments in the signing of transmittal letters of sequestered companies covering disbursements which are pre-audited by the Commission through its designated signatories. As stated in Chairman Elma's letter, these changes shall take effect immediately and supersede all previous instructions issued.
