TO : ALL JUDGES AND CONCERNED COURT PERSONNEL OF THE FIRST AND SECOND LEVEL COURTS IN REGION IV-A

SUBJECT : HOLDING IN ABEYANCE THE TRANSFER OF INMATES FROM VARIOUS DETENTION FACILITIES FROM REGION IV-A AND THE ISSUANCE OF THE CORRESPONDING MITTIMUSES AND COMMITMENT ORDERS

In its Resolution in A.M. No. 13-11-07-SQ dated 9 September 2014, the Supreme Court en bane resolved to HOLD IN ABEYANCE the transfer of inmates from various detention facilities from Region IV-A who have been convicted by the trial courts and are set to be transferred to the National Bilibid Prison (NBP) and the issuance of the corresponding mittimuses and commitment orders by concerned courts, due to serious security threats. The said inmates, in the meantime, continued to be detained in their respective detention facilities, until further notice from the Court or the Court Administrator, with notice to the Court. Consequently, OCA Circular No. 118-2014 was issued informing all judges and concerned court personnel of the first and second level courts in Region TV-A of the directives of the Court.

Subsequently, in its Resolution dated 5 May 2015, the Court exempted the inmates detained at the Bureau of Jail Management and Penology (BJMP) of San Mateo and Rodriguez, Rizal, from the coverage of the 9 September 2014 Resolution of the Court and OCA Circular No. 118-2014, there being no reported security threat on them.

Upon ocular inspection and receipt of reliable information, serious security threats concerning inmates from detention facilities in the following areas in Region IV-A have reportedly been abated:

1. Batangas City, Batangas 2. Tanauan City, Batangas 3. Silang, Cavite 4. Gen. Trias, Cavite 5. Tanza, Cavite 6. San Pablo City, Laguna 7. San Pedro, Laguna 8. Sta. Cruz, Laguna 9. Province of Rizal 10. Province of Quezon

Accordingly, pursuant to the authority given by the Court to this Office in its 9 September 2014 Resolution in A.M. No. 13-11-07-SC, the suspension of the transfer of inmates who have been convicted by the trial courts from the detention facilities in the following areas to the NBP is hereby LIFTED:

1. Batangas City, Batangas 2. Tanauan City, Batangas 3. Silang, Cavite 4. Gen. Trias, Cavite 5. Tanza, Cavite 6. San Pablo City, Laguna 7. San Pedro, Laguna 8. Sta. Cruz, Laguna 9. Province of Rizal 10. Province of Quezon

The respective judges are hereby directed to immediately issue the corresponding mittimuses for the concerned inmates in detention facilities in the above areas.
