MEMORANDUM NO. M-2007-042

Subject: Certificates of Title to properties or collaterals securing loans
Pursuant to Monetary Board Resolution No. 1331dated 22 November 2007, banks are reminded that in all cases where the Certificates of Title to properties has been mortgaged or used as collateral to secure a loan, such Certificate of Title or collateral shall be returned to the borrower upon full payment of said loan unless the borrower has specific instructions to the contrary.
