SEC. 8. Separability Clause. -- The provisions of this Act are hereby declared separable. In the event one or more provisions or part thereof are declared unconstitutional, such declaration of unconstitutionality shall not affect the validity of the other provisions thereof.

SEC. 9. Repealing Clause. -All regional laws, acts, decrees, executive orders, proclamations, and administrative regulations inconsistent with the provisions of this Act are hereby amended, modified superseded, or repealed accordingly.

SEC. 10. Effectivity.This Act shall take effect fifteen 15 days after its publication in a newspaper of general circulation in the region.
