ADOPTING THE INTEGRATION OF WOMEN, PEACE, AND SECURITY (WPS)

PROGRAMS, ACTIVITIES, AND PROJECTS (PAPS) IN THE GENDER AND

DEVELOPMENT PLANS AND BUDGETS (GPB), AND

GAD ACCOMPLISHMENT REPORTS (GAD AR)

WHEREAS, the Bangsamoro Government recognizes the vital role of women in peacebuilding, conflict resolution, and nation-building, as affirmed by international and national legal frameworks, including the United Nations Security Council Resolution (UNSCR) 1325 and Republic Act No. 9710, also known as the Magna Carta of Women;

WHEREAS, Joint Memorandum Circular (JMC) 2014-01 issued by the Philippine Commission on Women (PCW), the Department of Budget and Management (DBM), and the National Economic and Development Authority (NEDA) provides guidelines on the localization of the Magna Carta of Women and the mainstreaming of the Gender and Development (GAD) budget, emphasizing the inclusion of Women, Peace, and Security (WPS) programs in GAD planning and budgeting;

the Ministry of Finance, and Budget and Management (MFBM), and the Bangsamoro WHEREAS, JMC 2023-001, issued by the Bangsamoro Women Commission (BWC)

Planning and Development Authority (BPDA), provides the guidelines for the preparation and submission of the Annual Gender and Development Plans and Budgets (GPBs) and GAD Accomplishment Reports (ARs) to implement the Magna Carta of Women in the BARMM. It mandates that Ministries, Offices, and Agencies (MOAs) implementing Programs, Activities, and Projects (PAPs) in conflict and post-conflict areas shall integrate the BARMM Regional Action Plan (RAP) - WPS into their respective GPBs and GAD ARs;

WHEREAS, the BWC is mandated to promote and protect the rights and welfare of Bangsamoro women and has been at the forefront of advancing the WPS agenda through policy development, coordination, and monitoring;

the GPBs of all MOAs within the BARMM to ensure the sustained implementation of initiatives that promote gender equity, peace, and development; WHEREAS, there is a pressing need to institutionalize the integration of WPS PAPs in

for monitoring progress, ensuring accountability, and addressing gaps in the implementation of WPS and GAD initiatives; WHEREAS, the integration of WPS PAPs in the GPBs and GAD ARs of MOAs is essential

NOW, THEREFORE, I, ABDULRAOF A. MACACUA, Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), by virtue of the authority vested in me by law, do hereby order:

Section 1: Issuance of Memorandum Circular on WPS PAPs. The BWC En Banc shall issue a Memorandum Circular mandating the adoption and integration of WPS PAPs into the GPBs and GAD ARs of all MOAs within BARMM.

Section 2: Compliance with Existing Guidelines and Legal Frameworks. The Memorandum Circular shall direct all MOAs within BARMM to ensure compliance with GPBs and GAD ARs aligned with JMC 2014-01, JMC 2023-001, and other applicable laws.

Section 3: Monitoring and Reporting. The BWC, in coordination with the MFBM and the BPDA, shall monitor compliance and submit an annual report on the integration of WPS PAPs in the GPBs and GAD ARs of MOAs to the Office of the Chief Minister.

Section 4: Separability Clause. If any provision of this Order is declared invalid or unconstitutional, other provisions shall remain in force.

Section 5: Effectivity. This Order shall take effect immediately
