TO: ALL JUDGES OF THE FIRST AND SECOND LEVEL COURTS
SUBJECT: FIGHT AGAINST FIXERS
For the information and guidance of all concerned, quoted hereunder is a pertinent portion of Civil Service Commission Memorandum Circular No. 6, s. dated February 11, 2009:
"CSC Memorandum Circular No. 17 dated December 8, 2008 enjoined government agencies to fully disseminate RA No. 9485 and its IRR, including its provisions against fixers. The CSC and the OMB also initiated last month the "Fix the Fixers Campaign" to underscore government's firm resolve against fixing activities.
To sustain interest and ensure wider participation of the public, all government agencies cue directed to adopt the CSC Anti-Fixer Campaign tarpaulin banner and Fix the Fixer calling . card, which provide the following telephone hotlines of the Office of the Ombudsman: 0926-6994703, (02)9274102 and (02)9272404; and the CSC: TextCSC at 0917-8398272 and (02)9320111, where incidents of fixing should be reported.
The banners are to be posted at the most conspicuous places or where government frontline services are provided; the cards are for distribution to the public, x x x"
In consonance with the above circular, all Judges of the first and second level courts are hereby enjoined to post the anti-fixer campaign posters instead of banner) in conspicuous places within their respective court buildings and distribute the Fix the Fixer calling cards to the public...
