REVENUE MEMORANDUM ORDER NO. 88-99 issued December 10, 1999 prescribes the policies and procedures in the verification and monitoring of compliance to the withholding tax requirements by the National Government Agencies, Local Government Units and Government-Owned or Controlled Corporations. For this purpose, every Revenue Officers of the district offices will be assigned at least ten (10) government offices to monitor and assist in the implementation of the withholding tax rules and regulations, in addition to their regular investigative functions.
