CREATING A SPECIAL COMMITTEE TO DRAFT THE GUIDELINES ON PERFORMANCE AS A CRITERION IN THE GRANT OF CERTAIN BENEFITS

The demands of justice, fairness and equity require that in the grant of productivity incentive benefits, amelioration benefits under the Joint Circulars of the Constitutional Fiscal Autonomy Group, and the additional cost of living allowance under the Judiciary Development Fund decree, the performance of the beneficiaries should be taken into account.

A policy towards this end will serve as an additional incentive to a sustained dedication to duty and the pursuit of excellence.

ACCORDINGLY, there is hereby created a SPECIAL COMMITTEE ON PERFORMANCE FOR GRANTS OF BENEFITS to be composed of the following:

The Clerk of Court, Court of Appeals

The Clerk of Court, Sandiganbayan

The Clerk of Court, Court of Tax Appeals

The President/or a duly authorized representative of the SCALE

The President or a duly authorized representative of the SCEA

The President or a duly authorized representative of the Philippine Association of Court Employees (PACE)

The Chairman shall designate the Secretary of the Committee

The Committee shall make a study on and recommend the guidelines for the payment of productivity incentive benefits, amelioration allowances under the Joint Circulars of the Fiscal Autonomy Group (CFAG), and additional cost of living allowance under the Judiciary Development Fund Decree (P.D. 1949) taking into account the performance ratings of the officials and personnel entitled to receive these benefits with the view of rationalizing the grant thereof to insure justice, fairness and equity and encourage them to enhance their dedication to duty and their pursuit of excellence in the service.

The report and recommendation of the committee shall be submitted not later than 30 November 2000.

The officers, members and secretary of the Committee shall be entitled to the expense allowance prescribed in Administrative Circular No. 13-99 of the Chief Justice issued on 20 September 1999.

This Administrative Circular shall take effect immediately.
