ESTABLISHMENT OF A PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) AND CREATION OF A PRAISE COMMITTEE

WHEREAS , pursuant to CSC Resolution No. 010112 dated January 10, 2001, and CSC Memorandum Circular No. 01, s. 2001, every department or agency in the government shall establish its own employee suggestions and incentive awards system;

WHEREAS, the system shall be designed to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding officials and employees, individually or in groups for their suggestions, inventions, superior accomplishments and other personal efforts which contribute to the efficiency, economy or other improvement in government operations, or for other extraordinary acts or services in the public interest;

WHEREAS, the System shall be called the PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) which shall: (1) adhere to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior; (2) give emphasis on the timeliness of giving award or recognition; and (3) provide both monetary and non-monetary awards and incentives to recognize, acknowledge and reward productive, creative, innovative and ethical behavior of employees through formal and informal mode.

NOW THEREFORE, the PRAISE shall be institutionalized in the Supreme Court through the creation of a Program on Awards and Incentives for Service Excellence (PRAISE) Committee composed of the following:

Chairperson - Atty. Enriqueta E. Vidal

Vice Chairperson - Atty. Ismael G. Khan, Jr.

Members - Mrs. Noreen D. Salas

- Mrs. Corazon M. Ordoñez

- Atty. Eden T. Candelaria

- Mrs. Ma. Corazon M. Molo

- Atty. Ma. Lourdes C. Perfecto, SCALE President

- Mr. Jose G. Ang, SCEA President, to represent the rank and file employees in the 2nd level

- Ms. Melissa Muhi, to represent the rank and file employees in the 1st level

The Chairman shall designate the Secretary of the Committee and the OAS shall serve as the System's Secretariat. Membership in the Committee shall be considered part of the members' regular duties.

The PRAISE Committee shall formulate the policies and procedures for the development, administration, monitoring and evaluation of the awards and incentives system of the Supreme Court and establish its own internal procedures and strategies.

The Committee shall prepare and submit to the Court En Banc for its approval the SC PRAISE not later than 30 May 2001.

This Administrative Circular shall take effect upon its issuance.
