SUBJECT : PHILIPPINE NATIONAL FLAG AT HALF-MAST
In honor of the fallen officers of the Philippine National Police-Special Action Force (PNP-SAF) who were killed in Mamasapano, Maguindanao, all Philippine national flags in all Halls of Justice shall be flown at half-mast for a period of five (5) days starting today.
Section 23, Republic Act 8491, provides that "the flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed on official announcement of the death of select government officials or other persons to be determined by the National Historical Institute. The flag when flown at half-mast shall be first hoisted to the peak for a moment then lowered to the half-mast position. The flag shall again be raised briskly to the peak before it is lowered for the day."
